Sorry, no. This article on Rob Chandler's site describes all the available
command-line options for hh.exe:

There is a replacement available for hh.exe called KeyHH.exe, which supports
all the features of hh.exe and provides some additional ones. But I don't
believe that it lets you open specific HTML Help navigation tabs from the
command line.
