chm Related Topics fail from W2k8 MMC 3.0

As described in the subject. The Related Topics return 'Selection is not
associated with any topics' when the chm is opened from MMC. When the chm is
opened from another app or directly, it works fine.

W2k8 and Vista are affected. But W2k3 sp2 isn't.

Disabling UAC doesn't seem to fix it.

MMC is being run as admin.

To answer my own question, the mmc.chm distributed with w2k8 does not have a
binary index (probably no index at all) - so you can't merge an index into
it, so no related topics.

Copy the mmc.chm from w2k3 sp2 instead, and it all works again.

It's a bug, degradation of function, so should be fixed. ...anyone here able
to submit it?
